Referendum – Thursday 24 January 2019
to approve the Neighbourhood Development Plan for Polperro and Lansallos Parish
This phase of the NDP process commenced on 10 April 2018 and community consultation events were held between 20 and 28 April in Killigarth and Polperro, at which NDP Steering Group were able to receive the community’s feedback and answer their questions. The pre-submission consultation phase ended on 28 May 2018.

Of eligible completed household questionnaires, the Prize Draw was held on Thursday 2 February 2017 at 7.30 pm at the Old Millhouse Inn in Polperro and the three prizes of £50 each were drawn by the Mayors of Polperro, the winners being notified of their good fortune shortly afterwards.
During the first part of November 2016, every household in the parish received a questionnaire, to be completed either in paper form or online, using postcode and the PIN provided. To get everyone’s views all household members were encouraged to fill them out and as an extra incentive every returned questionnaire would be entered into a prize draw. Every business in the parish received a letter explaining how to complete a business questionnaire online. The deadline for the return of all completed questionnaires was 12 December 2016.
NDP Drop In Sessions
Weekly drop in sessions in Polperro were held during 2016 every Thursday from 11 am to 12.30 pm at the Museum Tearoom for anyone to drop by and let us know their views on any topic relating to the future of Polperro and Lansallos parish. The drop in sessions continued through to mid December 2016.
NDP Discussions with Local Groups and Organisations
In 2016 we engaged with over 30 local groups and organisations, including the Polperro Environmental Group, the Ladies Fellowship, the Village Hall Committee, Polperro Promotion Group, Polperro Football Club, the Harbour Trustees, Polperro Primary School, the Friends of Kilminorth Woods, Polperro Brownies & Guides and the National Trust. These discussions, together with the public meetings held in 2015, suggested that priorities for the Plan will be to produce a target number of new houses that the community will need by 2030 and to identify sites for them; to identify sites suitable for workshops and for a ‘hub’ for home-based businesses; and to provide for developing the existing facilities of the football field as a recreation and community centre.
NDP Publicity Stall
The stall has lots of information about Neighbourhood Development Planning, what it means for Lansallos Parish and the issues raised so far. There have been a number of publicity events during 2015 and 2016 in a variety of venues in Polperro, Looe and Talland, and many thanks to everyone who stopped by for a chat and for sharing some of their views on local issues. The most recent event was the Polperro Festival week in June 2016, with the NDP publicity stall on the Big Green during that time.
Two public meetings were held in June 2015 to inform those attending about Neighbourhood Development Plans and gauge the level of support for moving forward with the process of developing an NDP for Polperro. 72 individuals attended the meetings, some twice, and all were in favour of proceeding – summary of main points raised at the meetings.
The NDP Working Group, which consists of 9 people, met subsequently to agree whether and how to proceed. The observations and recommendations from that meeting were as follows:
- that the good level of attendance and overwhelming desire of those attending to proceed left the group in no doubt that we as a community should start the formal process of developing an NDP and the Working Group has a mandate to start the process
- that the attendees of the events were of the collected view that the area covered by the NDP should be the whole of the civil parish of Lansallos and as such that is the designated area that will form part of the registration.
- that Polperro Community Council be formally updated on the outcome of the events and request that it makes the application to Cornwall Council on behalf of the community to register Lansallos Parish as a designated NDP area.
